Katrina Investigation

News reports of DHS secretary testimony states that Secretary didn't want to step in and take charge, because of his experience, and what he learned during 9/11. This is exactly the problem. This well intentioned agency head is an attorney, and was a an attorney, then. Call it what you may, federal prosecutor, Judge, etc - highly qualified to file suits, draw up legal papers, prosecute cases, and probably a nice guy, but.. Not an emergency responder, manager, leader, or crisis responder. Until we put people in charge of emergency response agencies who are professionals in emergency response... We will run into the same problems in decision making and leadership in these agencies. Keep the attorneys working in their own profession.
And Leave the emergency management to Emergency professionals.
